It turns out there was a problem with the drivers.

You want to always install DX9.0c, even though your video card might not support it. Your video card will only run in the latest mode it can.. (like if you try to play hl2 for example, it will drop down into DX8.1 mode.)
woot for backwards compatablity in DirectX.

I'd suggest that you check your ATI drivers and your DirectX. If this does not work, try another card, if possible.

Well I have DX9.0c drivers, and I'm running a Ati 9250 card. Works fine for me.
