You could try downloading Irfanview (http://www.irfanview.com/), then open the picture with it, go File/Save-As and select JPEG.

thanx all for all your help , i didnt understand about the jpeg thing until i went to "save as", anyway that is what i was doing wrong. lol .. by the way win98se did have JPEG , and i was able to upload my desktop screenshot. thanx again , ive learned something new.
