Deleted a needed file

I was clearing out a new (factory reset) laptop and I couldn't delete something, so I deleted the program file. I have a hp so I was deleting the bloatware. While I was doing this I deleted a needed hp file and restarted my laptop.

I am now on the startup menu and need help getting back to my stuff.

I already tried asking on another forum and no one responded. So I am going down a list.

If you have a recovery copy, it is best. If not, you can try booting from another USB or DVD and try recover deleted files, but that's unlikely to work.
In the end, all, what you can to do, is move or copy your files elsewhere and do a fresh Windows installation or factory reset.
There are particularly no other options.
