It would help if you gave some more information, like exactly what you would be doing. I'd say to get the 4200 first, and then you could upgrade the video card later.
That hard drive looks a little expensive, and also, aI don't think MSI motherboards support the 7800GTX all that well.

Skip on the 4200+ and get a 4400+ and get a 6800GT PCI Express card or even a 6600GT. Then save up for a 7800GTX for later. Trust me, the Toledo core 4400+ or 4800+ perform much much better then the Manchester core based 4200+ and 4600+ sister chips because of their much higher L2 Cache. It increases performance and the Toledo OCes much much better.

Yeah, your BIOS on your Motherboard needs to be updated in order to use the full dual core aspect. A simple BIOS flash or a motherboard with dual core ready BIOS is all you need.
Go with the 4200+ and 7800GTX if you do not plan on upgrading later then. In graphics, the 7800GTX outperforms two (2) 6800GTs.
Also, might I recommend a different motherboard? The MSI Neo4 Ultra is good, but is a LOUSY OCer!! HORRIBLE!! Check out these two boards and dare to compare them! I think you will be pleased!!! This will allow you to take the 4200+ to 4800+ levels with ease.
This is DFIs pride and joy. A good OCer, but tedious to get running in most cases. It will require a BIOS flash.

This is ABITs pride and joy. This is the same motherboard I use, except not dual graphics cards (SLi). The FATALTIY is easy to get setup and a good OCer as well. Its cooling is excellent as it uses silent OTES technology on the board. I recommend this one for top performance. NO BIOS flash is required, it is dual core ready!

The Only thing about DFI is i hear they are hard to setup and im no wizard at that myself, so i have opted against DFI, but that Other Board Looks Great Except for the Fact that it is over $200 and that is Out of My League. I Dont mind flashing for the BIOS thing if i know how it is done, but i am already over my $2000 budget but $200 and my Present mobo is $124, so is there one in that range that is easy to setup, it prly will require flashing for BIOS buts that ok.
