HqHost.net can provide that. And I think it's very convenient for their customers to order a desirable server configuration. Their prices aren't very high and their support works fine.

HqHost.net provides ICQ support, email and ticket system.
They don't have a live chat.

seems like the company is pretty stable.

I don't think HqHost.net provides live chat or phone support. They provide ICQ, email and ticket system.
