CPU Heating up a lot

I just finished with a new build and im getting a CPU Temperature of 63 degrees celsius.. I have a Intel Q6600 Quad Core CPU and a Thermaltake / Silent 775D / Socket 775 / Copper Core / Copper Heatpipes / CPU Fan.
I have applied thermal paste (Zerotherm Thermal Paste) on the CPU and the heatsink and it is still 63 to 67 degrees celsius. What should i do?
EDIT: The thermal paste is a little dry after applying it...
 
You should be using a very thin layer of thermal paste for the best results.

What is the speed of fan as reported in the BIOS?
 
is that 44c idle or underload.
you might find if you do a cpu test the temps will still go up alot
 
is your fan seated correctly?
are the voltages correct in you bios
because sometimes for what ever reasons a motherboard may set the voltages wrong
 
its for stock cooling but for aftermaket im not sure.
just check . or manually lower you voltages .like what esa said they may be set wrong causing your cpu to heat up
 
the CPU Fan speed is at 1350 RPM And the temp of the cpu at idle is 43c ... How would i go about manually lowering the voltages? what should i set it to?
 
Now its 45c at 1700 RPM . Doesnt sound very good since its idle and i have an aftermarket cooler..
EDIT: I Have a Quad Core Intel Q6600 2.4GHZ Processor and a Thermaltake Silent775D CPU Cooler
