cooling problem

I have an e6600 with the stock cooler and just browsing the web with no other programs running my cpu temp is 45*C and my mobo is 39*C, which seems kinda high for what i'm doing...
 
I overclocked it before but now its all back to stock setting and has been for a few weeks, I'm using the thermal pad that came with the stock cooler
 
well, lemme be the first to suggest some arctic silver. I personally do not care for stock fans/coolers. Spend the extra $30-$40 for a good cooling system, I personally use Thermal's Big Typhoon. 6 copper pipes and a 12cm fan + arctic silver keeps my CPU under 40c at full load

Stock heatsinks aren't known for being spectacular for cooling. The first thing I would do is reseat it with some Arctic Silver 5, clean out any dust on the heatsink, and move wires out the way of airflow, if they are in the way.

I remember one site overclocked the E6600 to 4.0 GHz on air with that Tuniq Tower. Pretty amazing!
