I have this problem with Need For Speed Most Wanted. I'll be getting a great framerate and then suddenly it'll freeze for around 5 seconds and carry on. Never figured out what that was...
You have enough, and fast RAM so thats not it. Your CPU should also be having no issues, and as for your connection, that seems fine too.
I'd do what Celegorm says and downdate with the older drivers to rectify the issue.
