computer start up problem??

the computer will load up with the bios screen.. but then will go into a screen stating whether the user wants the computer to start in the last known configuration that worked.. or select safe mode.. when you select either one it just restarts and comes up the bios screen again ..
it wont go into windows.

the computer has recently had a new hard drive installed into it and new motherboard, however it was working fine with the new hardware upgrades. Any ideas of what is wrong and any resolutions will be greatly appreciated.

Hmmm...apperantly your computer crashed and something happened earlier. You might have to do a full reinstall.
 
If you are unable to boot the OS from CD or get into Windows than a reinstall is most likely required.
 
If you can't get into Windows, then I'm afraid all your data is gonna need to go. :( I don't think there's a way to back it up while in the BIOS :p Sorry.

EDIT>>> Or you can try booting from your XP CD.
 
is there a way to hook up the hard drive inside another tower and transfer files from hard drive to hard drive?
 
Well if it's a problem with a hard drive, then you might have to throw it away all together. But if it's because of something else, then you might have a chance.
