for the last few days my PC is functioning really slowly. i dont think it's an issue with age etc since this is just for the last few days.

i could get into what the speed and ram etc is but i suspect that's not too relevant to this issue, although i can look that up if needed.

but here's my question - when I goto Task Manager I see that my RAM usage is 96 - 98%. I'm guessing this is the issue.
But when I look at the Processes below and their RAM consumption it doesnt make sense. The single biggest process is Brave Browser at 270 MB, and everything else is below 80 MB.

what could be happening to explain this?

Look, since none of us except you know absolutely nothing about this computer, there's no way we can even guess anything. If you really want some advice or help, you have to at least provide some information. What computer, what matherboard, when released, what RAM and how much, what processor, HDD or SSD, which OP-system, when installed, how and when last updated, how cared etc.
If You only say the RAM usage is 96 - 98% may mean there is too little RAM installed or there are too many processes working in background or many other things. So please more info at first, then maybe is possible something guess.
