Computer advice

To control the RGB lighting I have icue, the motherboard control in BIOS and the software for the graphics card.

Is there any way to make it to where the colors and speed all sync together?
Nope. Welcome to the modern world of RGB, and why I don't mess with it. Technically there is SignalRGB and OpenRGB but they aren't perfect and don't work with everything. Microsoft does have in their insider preview a Windows based RGB controller.
 
Concerning the top two fans, would there be any benefit to going 140MM?

Also I do not like the way the case is where the fans are as I feel the design restricts airflow.

If it were me I would have made the area of the case where the rear fan is have the typical 120mm fan grill built in.

For the top fans I would have had three included removable inserts.

One with built in 120mm fan grills.
One with built in 140mm fan grills
One made for mounting a dual 120mm or 140mm radiator.

That way The airflow would be better.

One thing I can do is turn the power supply upside down so that its intake is up instead of down as that will draw more air through the case.

Based on the space I have it looks like maybe I can put one fan on the rear of the radiator. Would that be advisable to help pull more air through the radiator or is it best left as is? If anything it could possibly pull air from the rear of the radiator area and keep it from being pushed on the video card.

I'd get one of these to match the existing fans on the inside of the PC.

If I did use the 140mm fans I'd not need to buy a 120mm fan and I'd have one extra 120mm fan

I'm not that concerned about a noise level increase.

Also I think the 120mm fans are each on its own fan header. Is it better to leave them like that or put them all on one header with a splitter cable like the radiator fans are done?
 
The way it's set up now should be perfectly fine. 3 in 3 out all the same size. At least if I'm remembering correctly that you have a 360 rad and it's mounted in the front.
 
Yup its in the front.

Now what if I use two 140mm on top and reverse the rear fan so it's blowing in?

I know the radiator restricts some airflow. Not sure how much though.
