Capacitors are discharging whether the PC is off or on, the difference is that when the power is cut to the PC the capacitors can no longer charge.
Regularly turning a PC on and off does no more damage than leaving it on.
 
I have a another question, and since I already have this post open, I guess I will ask it here.... What causes a computer to run slower? Like I have another desktop computer that is around eleven or twelve years old. We quit using it a few years back, and ever since than it has became very slow. Takes around a half hour to hour to boot up, and than is still VERY SLOW once everything is loaded. Is this due to the age, viruses, or just being turned on and off so many times?

Which reminds me, if you continually leave your computer on, rather than turning it on and off a few times a day, does it cause it to run slower? Thanks guys.
 
If it's starting up slower that's a harddrive issue. So yea, 11-12 years is along time for hardware period..so by now you're lucky to have a working HDD :p
