can't load UEFI settings

i'm not exactly sure where to put this because it has to do with windows and linux sorta, anyways, what happened was that i set my computer to dual boot windows 10 and ubuntu which i've done a million times btw so i can almost do it with my eyes closed, lol anyways, my issue is that now, i can't load the UEFI settings and even worse than that, i can't boot anything through USB, it just freezes. i found that out because i was going to restore a clonezilla backup but my PC would just freeze everytime i tried to load it from USB which forced me to hard reset my computer. i've tried to load the UEFI settings in different ways, like pressing F2 when the computer first turns on, usually loads it but it didn't work and i've tried to load it through the Grub2 bootloader with no luck and i've even tried to load it through windows by going to settings and restarting to get to the settings that way.

I've tried google search after google search for days trying to find a solution with no luck. any help would be great! thanks in advance!

EDIT: I forgot to mention what it does when I try to boot it by pressing F2...my PC just restarts after pressing F2 and nothing else
