On a fresh install of windows 10 and windows 11 it is often needed, especially by more advanced users to bypass the internet and ISP connection part of a format/install session.



This is so that you can pre configure security protocols, services, install software or transfer data that you want on the device BEFORE connecting to the outside internet or running other updates.



To do this, while you are installing windows OS after formatting the hard drives, on the internet and network setup screen do this;



Shift + F10



Then in that cmd prompt window type

oobe\ bypassnro

(it could also be )



oobe\bypassnro



I have not done it for a few months so I forget if its a back slash or forward slash and if there is space or not. ( SORRY!! )



Then you should be allowed to finish configuring and installing windows 10/11 where you can configure all control panel settings, security and install some programs and Anti-burs/anti spyware before connecting to a network or ethernet cable for updates / anything else you want to do.
 
It's easier to just make an install drive with Rufus to just bypass everything and tell it to create a generic non-Microsoft user account.
