Building an electric bicyle

That won't work. The motor will spin the sprocket and if the pedals are attached to the same sprocket the pedals will spin even if you use 600 chains. You want to be able to stop pedaling while the motor is driving the wheel.

No, that's exactly how I expect it to work.
 
The simplest way to have the ratchet would be to find two fixed-gear bikes and put the ratchets one on each side. You will need to modify the hub a bit, but it should work.
 
Having the pedals spin constantly will get extremely annoying. I tried it once and had to remove the pedals. I would've done the dual ratchet thing I mentioned, but I just didn't have the time.
