I building a computer for a client, it doesn't work...

The comptuer does power on, but not how it should. The power button on the front doesn't work - the way to turn it off an on is a I/O button on the psu itself. Another weird thing is that it wont turn on if the 20 pin (20+4, but the 4 doesn't affect anything, I leave it plugged allt he way in) is plugged all the way in, only if it's three quarters in.. that doesn't make sence. The Power light does turn on though. The monitor doesn't turn on (Like the on board graphics are screwed up) The USB ports don't work.. nothing works but the fans.
What should I blame it on? Well, the case fan, that's plugged straight into the PSU, works! So.. psu works. However, the heatsink and fan, that's plugged into the mobo, works... Also, the lights in the front. that are connected to the mobo, works. But nothing else does?
I kept in mind that I couldn't plug in the cable all the way, if I did it wouldn't work. I requested an RMA, replacement, for the motherboard.
Then I thought about it, maybe the PSU isn't putting out enough power? But it's sort of silly, that should be more than enough
