Build for a cousin/advice on buying

He has now done more shopping around and made some changes to his build. I will put them here in the order he sent them.

1st change:
He changed the hard drive and DVD drive to what trotter said, changed the GPU and PSU and also added a aftermarket fan and heatsink.

It comes out to around $630 after mail-in rebates.

2nd change:
He changed the PSU+GPU combo deal to get 700W instead of 600W. It's about $10 more.

He changed the ram and case. The case comes with 2 fans installed.

What do you guys think of these changes and the build overall? I think he will probably buy it now instead of waiting till later.
