Best way to make/buy a programmable switch?

I want to setup some LED lights and such to operate on a simple on/off switch, but at the same time, I want that switch to be programmable to turn off and on within seconds and prefer to keep this as cheap a project as possible.

Is there a consumer product that has programmability built into the switch?
