Best way to get in contact programmers?

I'm a senior at CU and have an app/website idea that would require extensive programming and coding that exceeds the skills of my direct network of friends. Working on a budget of a few thousand dollars, what is the best way to get in contact with programmers, which is not only affordable but trustworthy as well? Any input is greatly appreciated. Thanks

Honestly, I've heard people have decent success on Reddit. Several of my friends that are Redditors have seen requests from people to help / do programs, and there's usually somebody that'll get in contact.
