Best video card for this range?

My friend has recently bought a new computer, and since his current video card sucks badly, he has asked me to pick a new one out for him. Since I am terrible at choosing components, I usually come back here to you guys for guidance .

Guidelines:
Must be less than about $210
Must be PCI Express x16

Other than that, it doesn't really matter (brand, etc.).

Any ideas?

i did a little searching on newegg and found this:

its around half of the price asked, yet it has more features than a more expensive card. if he decides to go with that one, be sure to tell him to download drivers for it direct from ATi, and not the cards actual manufacturer, HIS.
