Probably not enough to be considered Admin for this type of thing, can you right click the Activation exe and select "Run as Administrator" ? If that doesn't work you can enable the hidden Admin: Start > Search > type in CMD > right click the CMD icon > select "Run as Administrator" > type in > net user administrator /active:yes
