So I have a laptop that will no longer power on and I just want to get all of my pictures/music/writing off the hard drive and onto my desktop or external hard drive. How do I go about this? Can I just open the laptop up, remove the hard drive, open up my desktop and plug it in?

As long as it's a SATA HDD, and you have a spare SATA data cable / SATA power cable from your PSU, then yes you can just plug it into your desktop, boot off of your normal HDD, and access the files/folders. You may have take ownership of the files/folders of the C:\Users directory: Take Ownership of a File or Folder

If not, then you would have to get an external USB enclosure for your laptop HDD (2.5" size).
