A Welcome message for first-time visitors

I'd like to achieve the following in my website:
I'll check if the visitor is coming to the site for the first time or not:
If it's a first time, I'll display a 'Welcome, Pls enter' page, in URL1. That is, if he's is a first-time visitor, he would see URL1.
Else if he's not a first-time visitor he should be redirected to URL2.

I'd like a detailed code, as I'm not that good in php-mysql,
