I call fake. Either that or a mutated puffer fish. All they did was make the mouth and eyes move very slightly. Easily doable with a little mechanical robotic work and a shiny rubber skin.

my friend who lived down at the beach said that they stay puffed up out of the water like that, and when you drop them back in from off the pier they pop and it's very loud. I thought that was sick.

If they are forced to the surface before puffing up they can die as they will breath in air instead of water which they have trouble releasing basically turns them into a balloon.

If it is a puffer fish it's got to be the most bloated fish on the planet.
