Need some opinions... Haven't kept up so much with AMD vs Intel. Too build a $700 computer(not including monitor) would you go with a Phenom x6 or an i5? Or something else?
 
Im a noob when it comes to processors BUT i think an i5. I heard that Intel's architecture is quite a bit better.
 
You can save $50 to put towards a better graphics card by going AMD with a phenom x4 955, or even more so by getting a 940. Those are the best processor choices for a gaming pc in your price range.

I am assuming you will be overclocking your CPU. The i5-750 can be clocked easily to ~ 3.0Ghz.

The i5-750 will easily do 4.0Ghz on the right board.

Intel Core i5-750
Gigabyte GA-P55M-UD2
4GB 1600Mhz RAM
GTX 460

This should be a good place to start.
 
Parents don't need a gaming computer. The most graphical thing they do on the computer is watch movies. Now they also want to include a monitor at under $750.
I'm thinking, decent processor, and onboard graphics. Or maybe an HD 4670.
