CCleaner is not owned by Microsoft. You may find it pre-installed on commercial computers, along with the other 52 pounds of bloat, but it is not owned (as yet) by MS.

Rest assured, if it is that good, MS will acquire it, cripple it and then integrate it into Windows 9.
