it could be true, take this for example: open up a book to any page, start reading it, then suddenly flick your eyes to somewehre else in your area, you may not notice it but you are blind for a very very miniscule time, thus showing that the eye doesn't have that many fps.

oops! i mean 8 milliseconds :P and the fastest lcd's out right now are 4 milliseconds. And a 4 millescond difference can only be seen by a very trained eye. 99 percent of the world wouldnt notice the difference.
