Ok so i can't believe it but it seems like it was the baby monitor that was messing it up. When I have the monitor (not the camera) on it slows to 9Mbps and when I turn it off it jumps back into the high 30's. Thanks the the help, I should have posted on here 2 months ago. If anything changes...
