this is a desktop and it's an AMD sempron chip

In the control panel on system information it says my computer runs at 900 mHz when you click on it once. Then when you close the window and open it again it says it is at 1.8 gHz(the speed it's supposed to be). What could be wrong?

I've been searching for this forever. do any of you know how to do it ?
