Does the computer case feel really hot?
Try opening it up and start it up.... does the fan on the chip work...? Are you hearing a buzzing from the power-supply fan..or is it louder than usual?
You may be looking at a power-supply on its way out. Hold old is the system?

gonna have to agree with the previous posters....
adding more ram might be a waste of $$$.... your processor can only max out at a certain point. It may help speed up the opening of app's or multi-tasking, but it looks like you have enough ram already to do that.

Yes, Budget is your best first step. "The Best" could cost you a pretty penny...
but sub-par or "almost as good" is often much more affordable!
Plus... as in processors and boards...technology changes daily...what is great now can change with the blink of an eye.
