Not necessarily - a hard drive has moving parts in it. Lubrication, friction, etc etc. Lubrication will harden and seize up at certain temps, and when a hard drive powers on it will rise in temperature - if the hard drive is going from 10C off to 40C operating, then I'm sure thermal expansion...

the P5B mobo is another $80 - I don't really have that in my budget - the ds3 motherboard looks really nice and is only $20 more, but I haven't had any experience outside of the Intel branded motherboards. Is it a reliable board? In terms of RAM, this is the model you mentioned, correct...
