Well, apparently Unturned uses the ports 27015 through 27017 so I forwarded all three of those ports and it works now. Thanks for all your help, as usual :)
Contacted spectrum... they referred me to TP-Link because they said that they couldn't help with a modem that isn't a Spectrum modem, so I called TP-Link and they showed me how to open a DMZ, which I already knew how to do and I assume that's not what we want....? Incredibly frustrating.
Yeah... I'm using the one that I get from ipchicken/whatsmyip. I just search that up and give it to my friends, regularly because I know that it's dynamic so it's prone to change every so often, so everytime we try to get them on the server I always make sure the external ip is accurate.
When you click the lightbulb, it turns the port off, like this
So when you actually modify the entry and lightbulb doesn't have the little red thing next to it, then you can see that the "Enable" box is indeed checked.

2. What is the local firewall? I've made sure that firewalls on my pc are all set, and additionally turned off my modem's firewall.
3. You can indeed connect to the server from the internal IP on that port (same network connection obviously)
