Do you have the ports white listed in your OS firewall? Tried turning the firewall off? Are both systems connected to a "Private" connection vs "Public" (not saying a public wifi hotspot, I mean is your network classified as private vs public on the machines)? LAN discoverability enabled?

Because it may give implementation details about the system and environment that is running, and unless it's logged to a secure location, it could potentially be accessible to outside people. This shows security flaws in the application, system, etc. and makes it a target for attacks.
Look into Wake on LAN and Magic Packets. They don't have anything to do with the smart plug, unfortunately. I'm not sure if any smart plugs support WoL functionality.
CMOS batteries aren't rechargeable. They're just lithium cell coin batteries. The board doesn't draw much power for them...
