So according to the screenshot, it's overclocked, because the stock of 667 is 333MHz.

if its ddr2-667 then your ram is alrdy overclocked from 333 to 360

I dont think that hes underclocked arnt you ment to X it by 2 = 2x 400 = 800mhz

^^yeah, but i thought it was ddr2 800, and his frequency was 359 (x2) which is 718 mhz. underclocked for ddr2 800, overclocked for ddr2 667.
