usb 2.0 problem

i bought an external enclosure that i am trying to run off of my usb 2.0 connection. the problem is i cannot get my usb 2.0 to work. i seem to have all the drivers installed but it wont work at all. does anyone know what this could be other than faulty hardware or just something i may have missed.
