TV Out from Video Card to TV Not Clear PLEASE HELP =)

I have a geforce 4 video card. I have the card connected to the TV, but I get these subtle horizontal bars that move really slowly from the bottom to the top. I have the PC connected through the 8-pin connector (the thing they give you) adapter to the Yellow AV in cable. I can see my screen on TV, but the lines bug me. I"m thinking its the difference in the refresh rate, but i can't change it on my computer. Any advice on how to get rid of these bars (as well as make it clearer on my TV) would be greatly appreciated!

You have a faulty adaptor.

Same thing happened to me, so I bought a new adapter (s-video to "a/v") and everything was clear again.
