computer won't recognize hard drive

i transferred a bunch of files to another hard drive, connected to my computer through a usb device, then formatted the hard drive and reinstalled windows, now i connected the hard drive through the usb device to my computer now that i have reinstalled windows and under 'my computer' the hard drive does not show up, as it did before, does anyone have advice for me on how to fix this please?
