computer appears to be on but wont start

i just got my own computer up in my room after beggin my parents to let me get one. it didnt have a case but i finally got one. i took it all apart and when i put it all back together it wont turn on. it made a kind of low zapping sound and i thought i blew a fuse in my power supply or blew my power supply al together. i got a new one today and it does the same thing. i took it all apart and put it back together again and its still the same. it appears to be on but it wont start. im all out of ideas.

Check to see if the spacers are between the mobo and the case? If not it would be grounding out your mobo.

Assemble it on an antistatic bag. If this doesnt work you knocked something loose or fried it.
