CD-Rom won't power up

I just got a new case and power supply for my computer and hooked everything up except when I turn on the power the CD-rom drive and a seperate DVD-RW drive don't get any power. if I unplug the IDE cable from the motherboard they both get power and open, it's only when I plug the IDE cable in that I have problems which seems strange to me.

Does anyone know what the problem might be?
 
It might be that you are connecting the IDE cable backwards. It could also be an insufficient power supply.

Make sure that the IDE cable is going on the right way, and also tell us what size of PSU you have.
 
The cable and the IDE connector on the moterboard are keyed for each other, I've also used this IDE cable and same motherboard before but I have a new case/PSU/new drive. It's a 400W power supply.
