Have you tried a program like FORCE REFRESH?

That PSU should be fine for that setup. The Antec Neopower 480w has Dual +12v Rails. (+12v 1 = 18a & +12v 2 = 15a) That should be fine.

I have a PCP&C Turbo-Cool 425w PSU (1 -+12v rail @20a in my current rig.
P4 3.4ghz, ATI X800XTPE, 2GIG PC3200, (1)WD RAPTOR-(3)Seagate 250g Barracudas, (2)optical drives, (2)120mm case fans, (2) cold cathode lights, aerocool gatewatch, SB audigy 2, all on ASUS P4P800E-Deluxe...

Absolutely no problems with lack of power....

His PSU should be fine....

You should check the voltage in your BIOS. Don't rely too much on 3rd Party Appz, to give you accurate voltage, temps or fan speeds.

Use hardware monitoring in your BIOS.
 
even so, that 480 isn't enough to push out the 6 case fans AND that 7800gtx and the processor plus everything else. even if it was, it would be cutting it really close, and wouldnt last long.

i'd stick with antec and get at least a 550, if only to be safe.
