Weird Screen Changing Light Amount Every Second

So I came across this problem which happens randomly I suppose. What happens is when using computer or on this case when I turned PC on, weird thing happened to my screen on right monitor. This has been happening before for a atleast 10 times by now and I haven't found any solutions online because tbh I don't know what to even search. Of course when this happens, its like black screen because I can't move or do anything. This happened once while I was launching fallout 4 and I could exit that "Weird Light Changing Screen" by closing the game through task manager.

Sorry for the bad quality pictures, they have been taken from a crappy camera because I wanted to respond as fast as I could. I think that this has to do with my graphics card. I bought it maybe 2 weeks ago. But it would be stupid if it did.

Specs:
- i5 4590 3,3 GHz
- Gigabyte gtx 1050Ti G1 Gaming OC Edition (https://www.gigabyte.com/Graphics-Card/GV-N105TWF2OC-4G...)
- 8 GB DDR3
- Full HD 60Hz (AOC Europe)
- Windows 10 pro 64

UPDATE: It seems that I'm getting this problem almost every time now when I startup windows. It happens on 1 monitor but other one is fully functional.

Tried swapping cables? Or monitors (ports on the GPU) to see if the problem follows one specific cable, GPU port, or monitor?
