I have no idea if I upgrade the video card or add more ram help please

Do me a favor and tell me what wattage your PSU is. You can find the answer looking at this sticker.

It says 250W Output Max does that help?

Yes. You could get a 750ti and put it in there. It won't be a speed monster but it's the best low wattage card you can get without doing any other upgrading to the PC.
