Nursing Home Communication

Looking for a product, program, or web service to communicate with my mother in a nursing home. She has mild dementia and cannot use hands or voice to activate anything. She cannot pick up a phone and seems not to use remote for TV. Ideally, I want a way to automatically pop-in on a tablet or similar mounted near her TV, initiate a conversation, and send a video or photo that she will see with no prompting required by her. Does Skype or SnapChat or similar give me what I'm looking for? Any advice is appreciated. Thank you.

Skype has a "accept incoming calls automatically" setting.
