Web site moderators

Hello. When a web site says it has one or more moderators..does that mean the
web site is 'owned' by someone? Do these moderators have 'legal' standing?

I can speak for Techist, aka Tech-Forums. The site is owned by SocialKnowledge, but the moderator team (including myself) takes care of the day to day stuff around here. Moderators could also be the owners but usually only on very small sites.
