how to "trick" a proxy server?

Okey... im on a wireless connection and really pist b'cause i cant game og use ftp to uploade my html creatings(all ports beside http is closed). Im forced to use a proxyserver in IE and i dont have a static IP

can i somehow trick the proxyserver or go around it?
