Download bandwidth is limited

Hello everyone i have this problem: my internet worked perfect and few days ago i tried launching Liquidsky app and i saw my internet started to have ping spikes so i tried to check ping to their servers and i found out that in Speedtest i have 95mbps when connecting to my country servers but when i try to connect to other countries my download bandwidth is limited to 10mbps but upload is normal.

same thing happening on both connections

Any firmware updates for the router and modem? Does the same issue occur on multiple devices? If it does sounds like it might be an ISP issue.
