CPU core speed... is this normal?

Just started up CPU-Z and noticed that my i7 920's cores' speed is 1GHz slower than the clock speed. As you can see below, core speed is 1.6GHz whereas the CPU's clock speed is 2.67GHz.

Just wondering if this is normal?
 
If you have some of the energy saving features on it is. I don't remember what it's called but there's an option that automatically reduces the multiplier to save power when the chip is idling or at low usage. Try running a stress test or something intensive on it and watch, the speed should jump up to the maximum set speed.
 
Ok I just disabled Speedstep and the core speed is now the same as the clock speed.

But in my bios there's no Cxe function but there is a C1e one. They're the same thing right?
