Can't adjust GPU Fan

Ok, so i am trying to set custom fan speeds for my 9800gtx+ in nvidia control panel, but every time i move the slider and hit apply, it claims this was invalid and sets the speed back to 0 (wth?). i tried setting a device rule to control the fan according to the temps, but that just wont do anything.
GPU-Z says my fan speed is at 35%.
any help would be appreciated, thanks.

i cant get it to work in 64 bit xp, the installer wont run.
