There should be some option to do a Factory Reset. When you hit F8 and get the Advanced Boot Menu does it give the option for Repair your PC? If so choose that and reset it to factory settings. If not use another PC and put your XP CD on a Flash Drive.

If you reinstalled windows you probably wiped the recovery partition. Who manufactured the laptop (this will determine which key to press to get into recovery console).

Not a chance. The virus doesnt get active until after Windows boots and you log in. There is no way that it is affecting the system before the system boots.
