Windows 7 program refresh issues (video)

Screen glitching.wmv

This is happening in 2 or 3 programs and I am just wondering what is happening...

It sounds like one these 2 problems you might have:

1. The montior cable is starting to ware out from being moved around to much or being stretched/
The monitor itself may have a problem, looks like you have a CRT "I think not to sure by the video".

2.It may also be a driver problem with either the video card or monitor.

when did all this start up ? trying to get a glimpse of what may have started to glitch up or act up.

I have a brand new cable for my LCD.

I restarted my computer after this was happening and it hasn't happened since.
